What do you call a fixed menu on a website? HTML coding?

I’m looking to make both a horizontal menu at the top of the page, and also a vertical menu on the left side that stays while the content in the middle of the page changes when you click the links. What is this called? (So I can do more research.) Does anybody have an example of the HTML coding as well?
