What is the difference between Adobe Photoshop and Photoshop Elements?

is price the difference? I would imagine what it offers is different also.

BQ: Are they 2 separate programs or PSE an upgrade to photoshop?
what do you mean by limited layering in Elements?

Elements is Photoshop with some of the features disabled. You aren’t able to run actions, which are custom scripts, in Elements. It also doesn’t have a history brush, or support for adjusting curves. These are features I personally use. A full list of features not available in Elements can be found here. http://graphicssoft.about.com/cs/photoshop/f/elementscompare.htm
Basically for non professionals, Elements will work just fine and is easier to learn.
